Doubtful. He was never considered a legit contender for a grand tour before he won the first one. He was too heavy and didn't have elite measurables (VO2 max etc.).
With respect to the doping, it was not an even playing field. USPS had a far more thorough and effective doping program than other teams did. The idea that the effect of his (and other USPS riders) doping was effectively cancelled out by other teams' doping isn't true.

I thought he got suspended and had to retire ... and turned state's evidence. He gave up the rest of his career (not that he had much left) but what he did to evade further punishment was to testify about what he and his team had done. As far as I know, pretty much the entire team--15 riders--were accused of having knowledge of the USPS team's doping, and all of them, except LA, were offered the option of coming clean and having a reduced penalty. Sorry some people are full of hostility aimed at whichever rider ... but involving facts in the debate is never a bad thing.
Hincapie never took a hit in any way from his doping. If anything he has profited greatly from it. He had to admit he doped. Big deal he was already going to retire.

He's probably not as aggressive now that he's off the juice. I don't feel sorry for the penalties they hit him with; he would have gotten off a lot lighter if he hadn't dared WADA to come get him.

Both Phil Liggett and Paul Sherwen had a great deal of respect for LA's accomplishments, which isn't to say they supported pro cyclists' drug use or that they were opposed to cleaning up the sport. or were dismissive of other cyclists. When it came to drug use, some athletes got away with it -- more than we'll ever know -- and many didn't because they were caught or sometimes, even died in the process (like rock stars and other Hollywood swells have done over the years). LA is not responsible for any of that in cycling or any other sport or occupation and to demonize LA to the extent some do has the stench of hypocrisy. It seems pretty clear his biggest crime and biggest reason for all the hate and LA's ultimate downfall was for being too successful for too long.
