Getting ride of 15-16/17-18 junior division

I know few read this section, but I'm interested in opinions.
Seems to me about every 15+ rider is a cat 4 or better. It is not unusual to have more juniors riding category than ridding juniors.
So why do we need to keep juniors?

In the UK virtually every decent racer graduating from the youth A category at 16 has the points to qualify as a cat 3, and does most of their racing with the grown-ups from then on. But there are national and regional Junior championships and a few other long-established events (including junior Paris-Roubaix, for example, which some of the best get a chance at) which give good young riders the opportunity to compete against their peers. I think that's a good thing, the jump from youth racing to elite grown-up championships is huge.
