Oops, just realised there's another thread covering this further down. Mods, please delete this thread. Other posters, please use the other thread.
Me? I'm going to bed, clearly not safe in charge of a keyboard.

Hmmm
But are car dealers responsible for short drivers who want to buy a car?
Dopers who have the odor of weed on their clothes.
Maybe-depends on the LAWS I guess.
I would buy proper fit-but I'm not sure levers can be adjusted to be "close"-perhaps pricy lever sets can be adjusted that way- I don't think my XT LX XTR -10-20 years old-can be adjusted to have shorter reach

I could probably jury rig them to have shorter reach-but it would decrease the throw-movement-and with my usually out of true wheels-oh well-they would be rubbing-
PLUS smaller hands-USUALLY means less strength-smaller person-so they just can't brake as hard

I think I read here-that current disc brakes-well set up-can produce .7g or 20 feet per second drop in speed every second-(13 mph drop every second)
Guessing this .7g-probably about what a good 1960's drum brake car could do
Bike brakes-manual power-depend on strength of rider-even hydraulic discs-
Charlie
