Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Bicycle Value? Full Ultegra?

I'm relatively new to cycling. Looking for a little bit of a fancy starter bike, but nothing extreme. Came across this on CL

https://inlandempire.craigslist.org/bik/3925712457.html

And I'm going to test it tomorrow. Frame has 1500 or so miles on it. For the new Shimano Ultegra components and wheels and such, is this bike overpriced? I calculated parts and such and to assemble an identical bike would cost 3000+ with brand new parts. With 50% depreciation for usage, the bike would still be valued at 1300 or so.
I realize that it's used and the frame is an off brand maker, (Small time arizona frame builder who Outfitted Marry Miller the professional triathlete). Very little experience in used bike marketing. Seller also including an Alpha Q full carbon fork if bought at asking price which is 850$. Please let me know your thoughts those of you who are more experienced in cycling and retail and such!

specs:

Fetish Penna
56cm Aluminum compact frame (fits like a 58 with a 57.6 top tube)
I am 6 feet tall and it fits me
Ultegra 6600 Shifters used but mechanically perfect
New Ultegra 6700 front derailleur
New Ultegra 6700 rear derailleur
New Ultegra 6700 Cassette 11-28
New Ultegra 6700 chain
FSA Compact Carbon Cranks 172mm
Look Keo Pedals
Easton EA50 Aero wheels with gatorskin tires
Easton EA50 seatpost
Easton EA70 handlebars
4ZA Cirrus pro stem
Ultegra SL brakes with new pads
New cables (shifting and brakes)
New Specialized Roubaix Bar Tape
New Neuvation Saddle

The frame was used for 1 year (as well as the used parts) only riding it as a spare bike so not many miles on it.
A few words from the Fetish website:

The 2008 Penna frame is still the lightest frame
available from Fetish Cycles. This bike will give you
more satisfaction as your performance level
improves. It's extremely responsive and was
designed for high level competition. The down tube is
ovalized at the bottom bracket this year for greater
acceleration. The seat stays are triple-butted to
absorb road vibration. Braze-on front derailleur was
added. If you are looking for the lightest and most
efficient frame available, the Fetish Cycles Penna
frame is your answer.
RETAIL PRICE: $999.99 (FRAME ONLY)

if buying at asking price I will include an Alpha Q full carbon fork (Aero style)

looks like a good value if the components are in good shape, and the bike fits you well.
I bought a Fetish ALU frame and built a bike for my son - used all Shimano 105. The frame/bike rides nice.
the one you're looking at has nice stuff, good wheels - I think it should be worth the asking price.
with these components, you could sell the frame and still have good value for the remaining parts...
