Best bike for 450€/333£?

Hi,

Looking to buy a new bike with a budget of 450€. Here in Europe two of the most attractive options are Foffa and Quella, both from the UK.
Does anyone know if either of them are any good? Or if there is any other choices out there?

I could also build one myself. But I live in Finland right now and there aren't that many great secondhand frames/bikes being sold here. And most of the bikes here have been standing outside in -20 degrees which isn't really good for the steel. The bike I have now I've built myself, but I'm just waiting for the steel to give in.
