How do I change handlebar tape that runs under the brake grips?

I have posted a picture in my gallery, is the only way to change it to remove the brakes first?

I don't see your gallery, but my question is, are you saying the tape is under the brake lever clamp?, or just under the rubber hoods? If it's the hoods, roll them up. If it's under the clamp, remove the clamp. I wouldn't put the tape under the clamp personally.

It might be under the edge of the body but over the clamp band - if so, roll up hoods if any, loosen clamps, and slip tape sideways into the gap when you get there.

I've never seen clamps-over-tape, that's a bad idea, it'll slip and it'll ruin the tape.

Older gum hoods will have the tendency to crack or tear if rolled, so be prepared.

You cut a small strip of tape and put it over the clamp and hide the edges under the hoods. Then you wrap and that small strip will hide the clamp where it is hard to wrap because of the brake lever body.

Whenever I wrap my handlebars that have big tektro levers, I do have to remove my brakes first. I install and set position, and then mark my spot and set the clamps in place with electrical tape. Lever body then tightens down over top of my tape.

I know that’s the other end of what you asked, but still applies.

+1

I've never seen a case where this did not work.

Personally tape run under the levers kind of annoys me, as an ex mechanic. It's not necessary and you have to realign the brake levers every time you retape. On a lot of brake levers the cables have to come out before you can even loosen the levers, so it makes a simple job complicated. Of course you can do whatever you prefer on your own bike.

OP - yeah, you need to take off the levers first. If you pull down the levers you will see that there is a screw or allen bolt inside that can be loosened. You will need quick release or loosen the cables first. You may need to remove the brake cables entirely.
