Has ebay always been this bad because good lord at trying to find a Suntour XC Pro rear mech that isn't NOS $200 LOOK on there. I found one locally for $20.

I've had a lot of luck buying other peoples projects or basket case bikes for dirt cheap and pulling the useable parts off of those.

I’d agree with this. Recently I needed brifters same as you, and picked up a GT road bike missing wheels for $50 for the brifters. It had other good parts that I didn’t need (at least now) but I’m trying to resell it minus the brifters.

I do more with older mountain bikes and I can get a bike with decent wheels for the asking price of most wheelsets locally. Of course then I would have another bike without wheels and I hate to scrap a good frame.

You don't say what you need so hard to tell, for older 10sp I'd consider tiagra 4600 which are still under 100 and available on Aliexpress, and they're authentic stuff from the parts I've bought. 8, 9, and 10 I'd also consider using microshift which I consider to be better quality then sora, and lower level stuff and more reliable then older used stuff.
For 11sp you're not going to find it.
Some is shopping around for last generation, just picked up a campy carbon cx11 crank for 100.00 for the wife's cross bike.

I’m looking for 8-10 speed. My plan is to find the brifters first and then find the other parts. Good idea or not?

If you're looking for a full drivetrain, then I agree with the suggestion above about a donor bike. Watch your local Nextdoor, FB Marketplace, and Craigslist like a hawk for the next couple of weeks and be ready to commit to buying something so you can act fast. Folks are shedding old bikes and parts right now. Not sure where you are located, but stuff is popping up every weekend right now in the Bay Area. I got a free Ultegra/Mavic wheelset yesterday -- I answered the ad within ten minutes of posting, and the guy said he had two responses come in just after mine.

I was out for a daily ride and saw this 8 speed Raleigh Revenio chained to a utility pole with a sign that said "make offer". A couple days later, I texted "will you take $50 for it?" and, seller responded to come & get it. The chain had frozen links & drivetrain was skipping real bad. I rebuilt rear hub, lubricated chain, tightened a few things and, it rode perfectly. I put it on Craigslist for $175 and it sold in one day. ............. This would have been a perfect parts donor bike for your project. Be good. Have fun.

As with everything else, there is a time/money tradeoff. I've built a few of my bikes with bargain-priced components because I had the luxury of time. When a deal came up, I grabbed it. When it didn't, no big deal. If you need it now, you can't pay bottom price. Sometimes I built with what I had on hand but didn't like it. Then the deals came, and I ended up with what I wanted.
