Front derailleur

Bought a 2x11 Sensah empire group set no hate, the rear derailleur works perfectly, but the front one just won’t move no much how pressure I put on it, does anyone have any recommendations on how to fix as I’m completely stuck and it’s got my bike build stuck in its tracks, appreciate all help
thank you

What ring is it on?
Will it move by hand?
Will it move if you pull the cable like a bow string?

I think the 4700 Tiagra, though 10 speed, has the 11 speed Shimano pull. It's about $30. If you pull the cable directly, bypassing the shifter, does it still not move?

Was cabling and couldn’t move it by hand so didn’t even install it so haven’t tried it on a ring, I under the impression that you could move it by hand? As surely I’m stronger than a shifter and I don’t want to cable it the tension be to much and for it to snap my shifter if that makes sense? Am I being stupid by not installing it fully and trying to move it by shifter or should it move by hand?

They are surprisingly hard to move w/o the cable.

Once you get it hooked up, just pull on the cable if you are still nervous about using the shifter. It will probably be fine.

Make certain that the shifter is in its lower speed position (most cable payed out, downshift several times with tension applied to confirm) and the derailleur furthest inwards (against the low stop) before attaching the cable
