eek, reminds me of the time my Maine Coon got hold of a chicken bone.
I hope the rear wheel is ok!! Both for the rider's sake and the dog's.
Once had a dog, off-leash in an area that definitely had leash law, run across the road straight into my rear wheel as I was booking about 25mph with a tailwind. Heard a bit of a twang and saw the dog got ejected somersaulting in my rear view mirror. Seems this could have happened the same way.

When I lived i Idaho I carried bear spray in my second water bottle cage on my road bike for bears and moose, maybe I should do that in PDX for dogs too?

It is a well known fact that dogs, and other pets, can have jealousy issues. The owner of this Specialized carbon fiber bike was getting too many miles and too much riding time taking away from the time with his/her bull terrier. The bull terrier waited for his/her opportunity and took care of the situation.
