Take em off the handlebars. Pop the rubber lever covers off. Put em in a plastic container tub with a sealed lid. Fill container with diesel fuel. Let em soak a few days. Wear some elbow length laboratory quality nitrile gloves. Physically exercise the levers with gloved hands. Dunk em a couple more times. Dry em off with shop rags & let em air dry a day or so. Put the rubber lever cover back on. Re-install on handlebars w/new cables. Good to go. That's it. That's all. Done deal.
