You mean the clamping force of the lower portion of the stem. This also depends on the manufacturer. I have a Specialized Roubaix and they (Specialized) do not recommended permanently running spacers above the stem. You can do it temporarily but you should cut the steerer down within 1-2 months IMO. I think it also depends how many spacers you run above the stem (5mm will be less of a problem than say 2cm.) One way around this would be to get a long compression plug that fully supports the carbon steerer. I also have a Cervelo S2 with an aluminum sleeve bonded inside the carbon steerer. There are no restrictions on how long you can run spacers above the stem since the aluminum sleeve is fully supporting the carbon steerer.

What's going on with the forum etiquette instructions? OP got his answer in 3 minutes. Perhaps you need to think about the meaning of forum: "a place, meeting, or medium where ideas and views on a particular issue can be exchanged". Right, some plugs help at the top, some at the bottom. It all depends upon design. I imagine some may help both places.

I also like the OEM Cannondale expander and top cap, especially the new one. Fully supports the steerer at an amazing weight:

should only be cut when one is sure of fit, if not leave a little to dial in later. ride ride ride, recheck, ride tons more. it's not going anywhere. take your time. like a steak you can under cook it fora customer and bring the temp up but once it's over cooked you're done.
cut the stem when you're comfortable that you have dialed in your bike.

However, women should consider a steerer extending way above the stem it a sign that you have trouble making commitments. (or vice versa)
