I'm in the midwest. It's not very hilly. I would be operating it not electrically but manually (pedally?) for the vast majority of time.

Let us know how it works out for you when you get one.
I see hot operating conditions when you pedal manually (acoustically) most of the time without PAS.
Maybe weather is mainly cold or chilly so it's okay in an enclosed space.
It will take up more road space when operating and storage space when it's not operating.
Consumable such as chain, brake pads, tires, bearings will eventually wear out, getting this vehicle to service when it needs it would be interesting, too.

Acoustic instrument & electric instruments have different sounds, but same purpose.. similarly acoustic bicycles & electric bicycles make very distinct sound when operated.
PAS is not what you assume it to be, educate yourself with your local e-bike laws what PAS means in the same context as thread.
