What is this caad3?

I was looking at hybrid to convert to a cheap cyclcross and ran into a Cannondale caad3. I think it's a '98 or '99. They are calling it a road bike but I see V brakes on there and it's got straight bars. They also say it has 25" wheels but I'm guessing they must be 26"? Anyone know if this might be a candidate for conversion?

There is also a K2 Arcadia available that looks to be on the cheaper side.

Maybe, I'm thinking it's a hybrid. Almost all the other Cannondale have the model on the top tube but I don't know if they made a caad3 hybrid. The angle of the photo makes it hard for me to tell the geometries of the frame to make a better guess.
