Narrow-ish Cyclocross Tyres
Does anyone know if it's possible to get CX tyres that are 28mm wide (or less), and if so, can someone recommend some which aren't too expensive?

I've never seen any 28mm wide. Michelin makes Mud 2 (knobby) and Jet (semi-slick) tires that are 30mm wide. At least that is what they claim.

Not all tires pump up to their claimed size. Are you using a limited sized frame? Or, trying to find the balance between CX and road?

Might be time to build some sew up wheels , you may do better in that sector,
where the real CX racing tires are offered.. glued to the rim, so low psi will not pinch flat, easily,
or burp all the air out in a corner, like tubeless can..

You are going to have a hard time with that. I've tried.
As mentioned above, the smallest labeled are about 30mm. I have a couple of tires I have used on a road bike which might work, but you won't know unless you try. Even if the carcass measures 28mm, I find them labeled 30mm to take into account the lugs.

Panaracer Gravel King SK comes in 26c. Don't worry though; I was ridiculed too when I suggested putting cross tires on a road bike. Everyone's a critic I guess.

I have some Kendas that are labeled 28 but I think run a little smaller than that. Used them to do ghetto CX on an old Trek 660. Ignore the doubters: it's not optimal but it's definitely doable.

Yeah, I have some Kenda K879 Kwick Cyclocross Tires 30mm. They are pretty fast tires, fairly light, and corner well in dirt. They are a decent tire for trying out CX. If you really want to use your bike for CX, it would be a lot easier to do on a mountain bike than a road bike.
