I wouldn't use that with quick release rear wheel and loaded rack.

Looking at those I wouldn't expect them to work very well under load. If you consider a rack attached with a single bolt and the adapter fitted to a single bolt axle, it will rotate downward with load or hitting bumps and act like linkage.
As to availability. I just ordered two Gatorskin 700x32 tires from Chain Reaction in Birmingham England and they came to my door in three business days.
I tried to source them locally and only one store listed them. It would have cost $141CAD and a 10-14 days wait from their local warehouse 60Km's away. And I would have had to drive 40Km to pick them up. All in, C.R. charged $87CAD (that included shipping, taxes&duties) and 3-4 days to the door. Same thing happened with my Carradice bags. No one carried, or wanted to bring them in locally. I ordered straight from Carradice at a good price and received them 4 days later.

Something like this Axiom Streamliner mounts their plates in a similar fashion (to the axle) with an option to mount to an eyelet. I wonder if owners have trouble slippage under heavy load in the axle configuration.

Note the two bolts holding the rack to the adapter. That stops rotation. It fixes the rack and adapter at two points. If you only have one bolt there (and one at the dropout) like the first example the adapter can pivot on both axis. Nothing but the tension of the bolts holds it in upward position.
