Was wondering if it weren't clowns doing food delivery as a sideline during the pandemic They are so small, they could just be carried under your arm, so why lock them?

What's the shocker? People live here, and some have kids. Parking your bikes outside is the polite thing to do, interior spaces are quite limited and many people wear nice clothes here. As an adult with bad arms, I'd rather teach the kids how to lock up bikes than carry one under each arm into a store.

It would be funny if that signpost was only about four feet tall. The bikes would be safe from theft only from other toddlers/little people.

The wheels haven't been secured. They'll come back to just frames if lucky. It is NYC after all......

Most folks can't get their 4 year olds to put there bikes away at all, let alone lock them up.

I guess that answers the 1 or 2 lock question.
