No but it is very cheap to buy a buck boost amplifier that will use your inputs and boost them to charging values , just 4$-5$, even better get somethinglike this, MPT-7210A Aluminium Alloy LCD Display MPPT Solar Panel Charge, this handles your battery safely with a CC-CV charging circuit on output and an MPPT input circuit to efficiently use the solar panel power.

I use portable solar panels to collect solar energy from the sun. I can charge USB devices directly from them or save power in a portable power supply for the future. The portable solar panel has a wide range of power outputs for powering and recharging important devices, devices and electronics directly from a portable charger. I constantly use a portable device, because it is very economical and convenient.
