7 Speed Downtube Shifter Function

So I have a set of Shimano 600 7 speed downtube shifters. Left friction side works well. I cannot get the right side to index. They grey ring on the right side was moving with the shift lever. So I cleaned and soaked it in cleaner for a while. Now I can get them to move independently but still no indexing. It just kind of unscrews itself. Am I missing any pieces?

I don't have a 600 SIS lever to look at, but IIRC Dura-Ace SIS downtube levers are very similar (I know the indexing unit interchanges with 600). Here's what the Dura-Ace lever looks like:

Check to see if the six tabs on the indexing pod have broken off. Very typical for them to break off one by one over the years; when they are gone the shifter will not index.
