Would a vintage touring bike ever be spec'd with 60mm bb drop?

Would a vintage touring bike ever be spec'd with 60mm bb drop?
Or is this actually a cyclocross frame?
I'd spied this powdercoated frame at my local co-op a few years ago and finally brought it home last fall. I've finally built it up to be my beater fix. After it's first ride, I realized how well it took to it's new purpose. No pedal strikes, a bit stiffer than expected. It handled some singletrack the way I was hoping. The bb is much higher than any of my other vintage frames, i.e. Sports Tourer, Supercourse, Grand Record, 60s Fiorelli. They all had 70-80mm drop.

I see only one bottle cage mount, fender eyelets but no rack mounts, and chainstays that are relatively normal length, none of which suggests it was intended for loaded touring.

I don’t think this is a Miyata, but the older Miyata tourers did have a 65mm drop...
