Yeah. I'd do $80 on that. Then, I'd convert it to upright bars.

That's a great idea! I'm not a fan of drops. Not really what I'm going to use it for. Any suggestions for upright bars?
Or how about bullhorns?

Is it fairly straightforward to do? I've not done that before

What happened with the Scott SUB you were looking at? $80 is a more reasonable price for the mid-70s LeTour! Be aware, there’s more than just tossing different handlebars on a bile to make it an upright! New (different) brake levers for sure. Possibly a different stem and maybe even different calipers. That’s fine if that’s what you want to do. Won’t be terribly costly but I’d say at least the $20 you believe you’re saving by NOT getting the Scott SUB!
