19mm tubeless tape for a 19mm internal width rim?

This might seem like an obvious question, but a second opinion never hurt.

According to the specs on the web, my 44mm carbon wheels have a 19mm internal width.
I am looking to replace the tubeless tape.
Based on the 19mm internal width, does this mean I need to 19mm tubeless tape?

Wide enough to cover the spoke holes and then a little more. When you inflate the tire the tape will "bubble" a bit at the spoke holes, and you don't want inflation pressure to pull any gaps. Conversely, never use tape so wide that it covers the inside of the rim from bead to bead. The tire bead must come in direct contact with the rim bead.

I would use 21mm tape on a 19mm rim.

So would I, tape needs to go edge to edge, after being "smoothed" into the contour of the center channel. At least this is how I was taught, if it doesn't go to the edge, the seal will be poor or non-existent.

This would seem to advise that there's one width of tape that's the answer for everyone -- or at least, aren't all spoke holes pretty much the same diameter?
