Inexpensive 27" tires with puncture protection?
The cheapest puncture resistant 27" tires I've found are these:

Be warned, the Paselas run a little tall. I barely have clearance for them on my Paramount which supposedly came with 32's from the factory. I actually let some air out of the front so it wouldn't zing on the fork crown.

Walmart (at least the one I went to in Manitoba last month) sells a Bell tire 27x1-1/4 with a puncture guard layer. I can't vouch for it, as I haven't ridden it yet, but it looks decent. Made by Cheng Shin, I think but i have to check. 20 bux in Canada.

In the US the Walmart Bells are $18. For two more and change I'd definitely go with the Panaracers, even with shipping. I'm currently running Schwalbe Marathon Greenguards on my Schwinn Voyageur for road commuting. So far no flat issues (note to self, buy goat to sacrifice to the flat gods), and they roll well though admitidly not as well as a more supple tire. I sometimes commute through sketchy areas, so not getting flats is kind of important to me. The greenguards have better flat protection than the Panaracers, but the Panaracers are cheaper and I'd imagine they roll better from the descriptions I've read about them on here, although I haven't ridden them in 27 inch.

In the right lane
I have 27 inch Pasela Panaracers on my Mercier. No Kevlar, but a pretty nice tire for the price. I ride home from work on a pair of Schwalbes and then go out for a real bike ride on these
