Looks interesting with that scrub-type front brake. Looks English but could be anything. I'd try to get a rubbing of the head badge to see if I could make out the brand.

Have you actually seen the bike? There should be date codes on at least one component - crank, chain wheel, brakes, hub, saddle, etc. It appears from the photos that the stem is dangerously extended. I would question the "professional tuning" statement made by the seller. Having said that, I think that it is a very unique bike - but if the front brake is not functional, you'll play hell finding a replacement.

Tire brake and coaster brake would seem to point to continental manufacture. Lots of German, Austrian, Dutch, etc. bike were like this. Very few French, British or Italian bikes were made this way.

head emblem looked familiar when first posted but was unable to put a name to it. after two evenings of sleeping on it the name glided in. []
this is one of the badges of the bicycle division of the export entity motokov praha. others include jawa, rapido and favorit. "generally" pioneer is a juvenile badge, jawa and rapdio are adult transportation type machines and favorit is sports. however, have observed some crossover between these.
headplate -
recalled there might be one in me collection. yesterday got back to where headplates are billetted did indeed find it. main ground is grey colour. white band says pioneer name in red block letters. arc across top reads "original" on a gold-tone ground. arc across bottom reads "made in czechoslovakia" on a goldtone ground. material is brass plated steel.
cycle -
hs & bb are bsc/iso dimension.
stem is 22.2mm.
pillar size 25.4mm (likely)
wheelsize 26 X 1 3/8
coaster brake hub, favorit/eska.
importer: american jawa ltd, 185 express street, plainview, l.i., ny 11803
