Geoffrey Butler Reynolds 531C without drainage hole?

My commuter bike is a nice Geoffrey Butler frame with Reynolds 531C tubing. However is has no drainage hole in the BB. There is one hole but it is preoccupied by the shift cable routing. Is it necessary to have a drainage hole when riding in wet conditions. Should i drill one?
