Late to the thread but for dogs, I used to carry "HALT" and it worked well the two times I needed it. Here's a link:

The one I had came with a handlebar clip. Didn't seem to hurt the dogs so much as freak them out and they left me alone the next time I saw them.

Not sure it'd work on bears but I can't imagine a black bear chasing down a bike. If the bear was in a populated area, it's probably well fed and would want nothing to do with fast food. I regularly hike in areas full of black bears and have never been harassed. Your mileage may vary, though.
