Depends on the rim. If it has ferrules, no. I don't use them on Velocity Aero rims as they have a lot of material at the vale hole and I have only had cracking there once and that was my fault - hasty build and lack of attention.

Edit: I speak for aluminum rims only. Zero experience with carbon fiber.

Second edit: After reading Andy's comment I had ot see what I wrote. "... a lot of material at the vale hole"?? Should be "spoke holes"

They're kinda annoying to use. I'll certainly do it any time the rim manufacturer recommends. Sometimes if I'm building with high tension I'll opt to on the DS of the rear wheel.

I bought some NOS NISI tubular rims (C&V) recently, 1980's vintage. Looked them up and they came with washers. Mine were already installed.
