Aren't there any good aluminum C15 rim brake clinchers left?

I ride a bike with max tire clearance of 25mm, and I am perfectly comfortable and enjoy it (my pressures are 75 psi front, 85 psi rear because I'm not a super heavy guy and Berto charts, etc). I've never had a flat either. Stock wheels are Shimano RS010 anchors which are C15:

These stock wheels are quite good for the price (hubs seem to roll forever), but probably underspec'd for the bike's price point, as wheels so often are. Also kind of heavy.

I'm looking to maybe do a wheelset upgrade this winter, in the $500 range, $600 at most. But all I can find are C17s now? Are there any good C15 sets out there in that price range or is C17 and wider all the rage now? I don't really care about marginal aero gains, my C15 and 25mm tire combo works great and is nice and predictable for me.

All of Shimano's rim brake, clincher wheels still have a 15mm rim diameter. The WH-RS500 is the Ultegra level wheelset and would be in your price range.

A wheelset with 17mm won't be detrimental to your riding though.

Also, don't be fooled if website's product listing is tubeless wheelset.. they usually can also take clinchers. Eg. from the same website OP used:
Ultegra RS700

or for some more money, Campy Eurus wheels are pretty nice and I believe are still c15 rims... a decent selling price below

Older Dura Ace C50 and C75's as well as the newer C40 and C60 clinchers are 17mm inside width.

My apologies, the 9000 C50 and 9100 C60 have a 17mm inside width.

However, the C75 was never offered in a clincher version, and the R9100 C40 is still a 15mm width (see product pages below):

In theory you're correct; however (and it's one reason I haven't really considered wider wheelsets), a wider wheelset makes the tire wider. Possibly his 25mm tires will inflate to 28 on a wider rim, and no longer fit in the bike's frame. Sure, he could get 23s and maybe net out where he was but to what advantage?

One other reason I'd like to stay with C15, lame as this may be, is that it was a decent bit of work to get the brakes dialed in completely when I upgraded the calipers, in terms of pad spacing and brake lever tension without hitting the handlebars, particularly as someone who adjusts the brake lever reach itself quite a bit via the allen nut under the hoods. Now that I have it fine tuned really well, I'd rather not have to readjust the brakes if possible. I would think wider wheels would make it easier to adjust the brakes (would reset the pad spacing and then I would be less likely to hit the handlebars at full squeeze for the same lever tension/feel), but I'd still rather not deal with it if possible.
