Is this gan well worth anything?
Dad still has this from way back, was wondering if its of any value.

Haven't seen a Gan brand bike there are few bikes with Gan in the model name. It would help if you could tell what type of bike it is Road, Mountain etc. and the likely age of the bike? Looking forward to seeing some pics and finding out what this bike is All the bikes I ca think of with Gan in the name Just seem really unlikely to pop up here for a casual appraisal,

GAN: French insurance company. From 1973 to 1976 Gan was the title sponsor of the Mercier team that dated back to the 1930s. From 1993 to 1998 GAN sponsored a team that had evolved from the original Peugeot team whose origins go back to the early 1900s.

The subject bicycle appears to be a very late 1980s upper entry level, road model, with some upgrades. The tubeset decal appears to be Tange 900 or 1000. The crankset is a common Sakae SX. The brakeset (and pedals?) are Shimano New 105 but the derailleurs are SunTour Blaze/SVX. Nice looking, well manufactured, very small bicycle with an odd component mix. There is some value there but it will be highly market dependent.

That is not the serial number, as it's the finishing piece for roll of handlebar bar that has been used as a chainstay protector. The serial number is typically stamped into the frame, with the most common location being on the underside of bottom bracket shell (i.e. where the crankarms attach to the frame).
That $400 price is likely for a Gan Well NJS track frame. The frame on this bicycle would be nowhere near $300.

The actual serial number appears to be - Y7F4592 (the Y is faintly imprinted on)
Also the bike was originally purchased in Japan a long time ago but I am now located in Alberta (Canada)

The serial number indicates that the frame was contract manufactured by Yamaguchi of Japan during June 1987. So, while it may be related to Gan Well of NJS track frame it was not manufactured by Gan Well. Yamaguchi contract manufactured bicycles for number of companies, including Canadian brands Norco, Sakai and Steve Bauer.
If you're in one of the large metropolitan areas, like Calgary or Edmonton. I'd say that you could probably get in the neighbourhood of $300 CDN for the bicycle. If you're a smaller city, you may have to accept less.

I would say yes on the $300 CAD price but only after tires are addressed from years of dealing with used bike flat tires are a 50% discount so even if you can't get some better tires fix the tubes and pump them up so they hold air.
