Nitto stem clamp smaller than advertised?

Nitto stem clamp smaller than advertised?
I just bought a used Technomic that is marked as having a 26.0 clamp area, but with my digital calipers, the widest reading I can get of the clamp area (completely unthreaded and loose) is 25.3. Is this damaged somehow, or do I just need to open it with something like snap ring pliers? I am still within the return window for the ebay purchase, so can return it if necessary. Thanks so much for your advice...

...I would add the caution that this is what a quill stem that has been used previously on too small a bar diameter often ends up looking like. I don't know about the history of yours, but if that's the case, you only get so many back and forths on this sort of shrinking and expanding before the stem cracks at the bar clamp somewhere.
