Late 40's Blondin
Karl Edwards does illustration in the Portland area. Among other things, he designed Joseph Ahearne's headbadge.
He brought his late 40's vintage Blondin to me for a custom decaleur. Other than that the thing's complete, beautiful, and ready to ride along with the vintage Sologne handlebar bag.
For once I'll just shut up and post pix.

I was gonna say, that's a cool place for the speedo-meter, and ask what that rear derailleur is. 🤔
Also, is that the decaleur, added to the front rack? I've been trying to come up with a similar plan, for my Cannondale, possibly with a lightweight plastic box or something. 🙄 Yours looks better, and is probably stronger, too. 😋😉

The bit on the back of the front rack is a "tombstone", aka "backstop". The back of most handlebar bags that are made to be used with a decaleur typically has a leather pouch or strap to go around it. A decaleur is a separate piece, attaches up in the cockpit area, typically to the stem, handlebars, or integrated into the headset, and is two pieces: one attaches to the back of the bag up high, the other to the bike. Here's my typical interpretation:

Forgot to answer this part of your question. Cyclo rear derailleurs don't have a ton of information on the interwebs. Disraeligears.com doesn't show this model, but Velobase.com does. Note that there are no models associated with the differences.
There is no return spring, shifts are pulled in either direction from looped cable. The spring you see is for chain tension only.

What's going on with that rear rack that looks like a mini fender? Does anyone know if it is some aftermarket rack with mini fender from the 40s, or were they trying to make a rack that blended in with the fender line?

OK, makes sense now, thanks. 👍 I knew what a "normal" decaleur looked like, and it's purpose, but wasn't seeing your fix, in my head yet. 😉 If that tombstone were high enough, you wouldn't really need a decaleur, and that's what my mind was trying to see. 🤔

Yeah, that's something, isn't it? It looks like it only attaches on the dropouts, but I'm pretty certain it also attached to the fender as well, because I can't rock it forward or back.

Peugeot had a dropout/fender mounted rack briefly, I think it was on the UO18 for a year. I've got one in my boxes. You need the right bike and fenders for it to work.

I posted some pix on the 650b google group. Someone asked about the "fenderack", Bruno from France replied with this catalog page. It's a Comodo brand rack, and I'm told it's quite rare.
