Cycleops Fluid II question

I have a Fluid II trainer which i have owned for several years. Because of life circumstances, it has sat unused for several years. I now find it difficult to move/crank the arm used for securing the wheel in the trainer. Should I and is it safe to lube that part of the trainer? Thanks in advance.
