Low gear 7 speed trouble

I'm a new rider and having trouble getting into low gear. I've watched many videos and read articles. Just can't get it into 1st gear. Shimano, tried taking up slack on the cable. I can manually get it into low. With cable unattached the clicks are in the shifter, but when I attach the cable to the Shimano it's not there. Too tight?

Probably too loose. Which MODEL of Shimano?

Low gear is 1 and easy to pedal.
High gear is 7 and not.

Have you adjusted your limit screws?

BMXs don't have shifters.

With everything connected, do you have exposed cable that you can pull on.

Does it shift to low gear when pulling the cable by hand and pedalling?

So with the shifter, you get from high to low, one click per sprocket. Does the shifter seem to have another click left?

Hmmm....
Make sure you are in high gear before attaching the cable?

Index shifting is always such that the clicks in the lever on the handle bar.

Only Rohloff Hubs do all the gear sequencing changes in the Hub itself.

You are correct, I used the wrong term, shifter is like dirt bike, twist shifter. Thanks

Put shifter and cog in 7
Screw in barrel adjuster all the way and then back out 1/2 turn.
Pull slack out of cable and attach.
Ride.
Adjust barrel adjuster to get best shifting. 1/4 turn max at a time.

Follow post 10's suggestion, the shifter and the position of the RD have to match before attaching the cable. For example, the RD at '7th' and the shifter at '6th' won't allow for the downshift from 2nd to 1st because there are no more indexing positions available.
