Short-travel brake levers

I have realized that I'm not comfortable with the brake levers on my road bike. I have Trek 1000 with Shimano Sora STI shifters/levers. (Pic here - these are not mine but they look basically the same.) Either the assembly is too big, or my hands are too small, but, with my hands on the hoods, I can only wrap two fingers around the brake levers. Which is okay most of the time, but it can get very painful during long descents - braking with two fingers is hard! With hands on the drops, it's a little better, but not much.

What I need, I think, is to bring the neutral position of the lever about 1" closer to the bars.

Should there be a way to do this with existing levers, and are there "aftermarket" short-travel levers that I can put on the bike instead of these?

I thought the reach on the Sora's levers were adjustable? Have you checked to make sure they're adjusted inward/closer as much as possible?

How would I go about adjusting them?
