I'm not familiar with the builder, but it's a common element on Harry Havnoonian's frames. He claims that the flex in the bolt of the brake (or in the brake bridge?) should cause it to move higher on the rim, which is usually wider, hence increasing the braking power. As opposed to the normal orientation, where the brake would flex down (closer to the hub; decreasing the radius) where the rim can be narrower, diminishing the braking power.

Not something I've personally run across, but I've never ridden one of this style of bikes, either, so who knows? With Havnoonian, I'm kind of convinced that it's more of a stylistic signature note at this point.

That's a Randy Smolenski feature. I've seen a few of them. They are almost all setup that way.

Randy Smolenski was a small custom builder in Grands Rapids. He helped a lot of young racers in the area, sometimes even giving them frames so they're have good equipment to race on. I'm not sure why Dale Brown doesn't have a page on the Classic Rendezvous site. There are a couple active CR members with beautiful examples of his craft.
