I had that same exact bike back in the 70s that I bought new. It had Campy Valentino derailleurs, really crappy. That bike looks all original, including the tires. My guess is the stem was loose and it wasn't really ridden that way, but I do remember people turning up their bars at weird angles. It was a style in NYC at the time.

Well at least the cable routing with this bike's handlebar configuration seems much improved over stock.
