This is listed locally for sale as an early 70s model.

I concur, it's a boom era UE8. Basically, it's the light touring version of the ubiquitous U08, with the addition of fenders, rear rack and a lighting system. If you look closely at the upper seat stays, you will see the brazed-on tabs for the rack and a brazed-on tab for the lighting generator. Not visible are the folded over tabs under the down tube for the lighting harness. The presence of these tabs indicate that the accessories are factory installed and that the bicycle is not a UO8 with aftermarket accessories.

If the price is right and you're willing to put some work into this, it will make a fine commuter. The rack and the fenders on this are pretty good. There is also clearance for large volume tires (27 x 1 and 1/4, probably a 35-38c if running 700c wheels). Because it is hi tensile steel, spreading the frame is a piece of cake. The crank is a boat anchor but serviceable. The derailleurs may be toast (the front nearly always is and the shifters are so so but the RD may be serviceable). The brakes are solid. Bottom line is that this bike will need some parts to make it road worthy.
