Hard to decide
I have been saving for a new bike but with everything being sold out it's rough. I currently have a mongoose hotshot and was looking to overhaul for about the same price as the new bike I wanted $600. It's a steel frame so I would think I have a good starting point, but before I spend that kind of money on it was wanting others opinions please??

Have you checked on the availability of the parts that you'd need? I've seen others say that even finding parts is hard right now.

If you're comfortable with doing it, the used market still has offerings right now. The new stuff all seems to be very picked over right now.
If you overhaul it and can't find a few new parts, you can always pick up a few good condition used parts too.
More availability with used than new if you don't want to wait around for stuff to come back in stock again.

Isn't the Mongoose Hotshot a department (Walmart) bike? If so, it is NOT a good starting point. You can find better, especially for $600.
