What caused marks on the steerer from the Compression Ring?

What caused the compression ring to mark up the steerer? Did I overdue it on the preload?

Its a steel fork so don't think it matters to much or can the compression ring cause damage to steel like it can to carbon? The steerer is painted so its left a mark all long the paint but it was only one ride. Took the fork off to cut it and noticed the ring on the steerer. No other marks on the fork anywhere.

Just want to avoid any damage or to know if I am doing something wrong or is the ring too small or should it be plastic?. Its a metal compression ring on a steel steerer.
