What's one to do?
I had a cyclist kick the side my car down a narrow one way street.
That was his way of telling me he wanted to get by. Was it wrong
tailgating him after he passed by?

Tailgating is always risky, (and wrong) it doesn't matter if one feels they have a justifiable reason to do so.

A more appropriate, and constructive, question to ask is: Did I do something that caused that cyclist to be upset, and could I have done something differently?
Sometimes, the answer is no, they're just going to be jerks, but maybe there's a good answer.

Tailgating's a traffic crime. Aggressive tailgating can, in many jurisdictions, become a "road rage" thing and an imprisonable offense. Caution. (Had an off-duty cop do all that to me, imagining his badge in the car gave him the right to prey upon others on the road. Almost crashed into oncoming traffic in an attempt to get around me, as well. Lovely guy, that one was.)
Of course, bashing another's car isn't kosher either, particularly if any damage was done (aside from your ego ... the effrontery of it all).
I figure: recording the scene and getting details down for police, if it's needed, can provide all the "pay-back" necessary for me to feel just fine. And it keeps me safer than being branded for retaliatory violent actions upon another.

Nope. It'll be in your state's driver's manual on the traffic laws for your state.
The off-duty cop that aggressively tailgated me and then almost caused a crash crossing against one-way traffic to get past me and others disregarded. Most folks seem to. It's a threat, aggression, and on the books as such. Prefer not to get "schooled" by LE/courts for something so hard to justify in a court, if some\thing were to happen where my own contribution erased all "outs" for everyone in the situation. A bad way to go, all things considered.
One's mileage may vary.

Not sure what's more dangerous, coronavirus or bad drivers.
Covid-19 will eventually go away. Bad drivers don't. The death and injury rate from bad driving is just about steady at 1.25 million every year world wide. You can isolate yourself to prevent covid-19 from spreading or catching it. But bad drivers have smashed through walls and claimed their victims.
People who have caught covid-19 will either recover or die. In which they will never catch it again. Bad drivers will find a way or another excuse to drive again and justify why they should behave in the dangerous manner they do.
