It’s a good city for riding but all things considered, I think Tucson is better.

Welcome to BF! Currently living just south of you in Salem, but I grew up in Tucson. There are definitely days where I would rather be riding in Tucson, especially around this time of year.

I've been to Portland a few times and it's a beautiful place. I love the arts and crafts homes and the obvious care the homeowners put into their homes. I live in the Pasadena, CA area and enjoy riding through neighborhoods with well maintained craftsman homes.
