I think you need to replace the whole bike.

Sometimes the tires look fine but are getting thin. I swear that flats start getting more and more common as my tires wear, and I have learned to just try new tires if I can't find any other cause of frequent flats. It usually solves the problem.

Debris still stuck in the tire are also a possibility, but a competent shop should be checking for that.

Dang! I’m usually better at noticing that. Hope the OP got their tire issue figured out by now.

In recent times I have only done work on my C700x38 single speed toad bike, and my daughter's Huffy Cranbrook with 26" tires. The C700 has all too often Been a pain to fix flats and replace tubes and tires. When I ran the air pressures up to max at 80psi, it seemed to be the worst. I have settled on pumping them up to 70, and checking the pressure once a week. I Wright about 185 and losing. I've had problems seating the bead on the same bike, and always gave to use 2-3 tire levers. The Cranbrook, well, it almost dismantled itself when I fix a flat, replace a tube and such. Usually zero tire irons needed. Also, my tire pump is really hard to pump much higher than 60 psi.
