Parking kiosk. Instead of using meters, you pay at one of those, get a ticket printed out, and stick it on your dash.

None of those bikes count then, because they are on sidewalks, which is technically not the street.
I see your pedantic remark, and raise you another.

Makes me wonder how they interfaced the rack on a fork that has no fender or rack eyelets.
Having said rack, it's not mountable at the axles unlike wald baskets. And the mounting flange of the rack is much too thin to drill out to accommodate without sacrificing its integrity.
Darn bike rack covering the view!

Hmmmm. It looks like he used his lock to captured the scaffolding at an intersection. So even if the scaffolding were free at both ends, you wouldn't be able to escape one without remaining joined to the other piece. I think.

if you unbolted one of them at both ends you could pull the pipe through the lock, then just pull it off the free end of the second one

people laugh but out here on the west coast a few years ago these mexicans stole the entire set of metal bleachers from a high school football stadium. They probably banked on the scrap value 3 states over.

Stuff that's semi precious like copper is the worst though. Power companies/utilities/etc. They have to lock that up like drugs.
I can see why, my Dad and I salvaged this old copper stove hood in our barn. It was too beat up to reuse but we scraped it for like 200 bucks IIRC and that was like 10 years ago.

plumber friend had a house last year that they had to redo the copper pipe every day for a week in the entire house, because druggies came and stole it all every night for the scrapyard.
on big industrial jobs they end up with a lot of scrap at the end of the day so they take it to the scrapyard and end up coming home with more than their hourly pay..
