Cinelli XA Frozen in Steerer Tube

Cinelli XA Frozen in Steerer Tube
Friend had me pick his bike up for a ride and the XA stem is stuck in the steerer tube. the wedge comes loose, but the stem does not. Soaked in PB blaster, twisting, vibration, nothing is working. Don't want to sacrifice the stem or fork. Any ideas?

Whew! The stem came out this morning. Soaked it overnight in PB Blaster again and was able to work it out. Rust up and down the stem and steerer tube. He used it on a trainer and for salty road rides. One question I have is I was certain Cinelli stems used a 7mm hex on the stem bolt, but this one is 6mm. Is the XA different than the 1A?
