Do i need to remove this?

Im gonna be using a paint stripper and paint but im not sure if i need to remove this headset ring thing, if i need to take it off does anyone know how?

All hardware has too be removed if you plan on doing a decent job. What sort of headset is it? Without a picture or a proper description of the bike it isn't possible to tell you what to do

Only remove what you know how to put back on.

Even a bad paint job looks good to others when you pass them on the road. They don't have time to see the details. Then again, even a rusty paint chipped bike still looks good going down the road. Again, I don't have time to focus on how immaculate your bike is.

yeh thats true but im repainting the bike just so i can sell it

Don't paint a bike to enable the sale. This is a negative value proposition. Find a price where you thought the bike "would have" sold and subtract the cost of the paint materials, and you can even subtract some modest hourly value of your work. The result is your sale price for the bike "as is". You do the math, and then decide.

The headset ring is likely press fit, and can be removed by opposing blunt force applied from within the headtube and against the inner edge of the cup's flange. There are tools designed to accomplish this.

But we cannot know this for certain, because we can't see what you see.

Paint stripper seems like something that would be very detrimental to the grease that is contained behind that collar. Probably best not to risk any weeping in underneath.

I agree with the above. Don't paint it.

I would not repaint to sell the bike unless you are a fantastic painter or the bike is really in rough shape and a home rattlecan job will actually make it look better. Just overhaul it and polish her up and sell it.
