the lo jack is a great idea!!!!
I would make Bike trails all over Puerto Rico, conecting countys, and rent a ton of spaces from the government for at least 50 years, so buisness can flourish on the trail, low rents, and have Ramen Noodle places, Sushi Bars, National Food, Ice cream, Bike mechanics, bike stores, sports wear, police station, trendy stores, a couple of bars, a microbrewery! lol and then make this humongous media campaing to brain wash people into bicycling. Im not sure 10,000,000 would be enough but...thats what i would do if bicycle related.
you can also put the 10 million on an account and live off the intereste...a 2.5% year on a 10million is like 250,000 a year, you could buy bikes for everyone! and still bike the entire world!

It's an industrial design program. I went with something similar to the lojack idea. Basically a gps system that could be used to track the bike, so it can be found if stolen, but also to record your rides to provide data to the city planners so they can see where people are riding and build the infrastructure accordingly.

$10million, that leaves about $500,000 yr operating budget running off a 5% investment vehicle for an ongoing project. $200,000 should cover two full time employees and one or two staff and handfull of interns. $300,000/yr for projects, scholarships, bribes.
I'd cultivate city council , local businesses and schools for a range of projects that help transition the city to a time of higher oil prices and volatility in the coming decades.

What I'd really love to see is a more flexible intermodal public transportation option. I don't know the answer to this problem. However, most small to medium sized cities in the U.S. have bus systems that simply don't work for commuting in general, and bike commuting in particular. They use big buses that often don't accommodate more than 2 bikes, travel routes that don't really take you where you need to go, and travel so infrequently that the time for commuting is ridiculous.
I'm thinking that a fleet of smaller vans or buses could be used with flexible routes on demand. People could make reservations via the internet and vans could adjust routes and run on demand from the people using them.
It is probably way too complicated and will never work. Maybe I'd just use the money to buy John Merrick's remains instead.

Build my dream house, off-grid, and do the same for my sister's family.

Surly Instigator (HT)
GT Force (i-d)
The rest goes in an interest-bearing trust, and I live off the dividends.
Quit my job, in the most colorful way I can imagine.
