Best E-bike to buy on 2019
I would like to buy a new electric bike. Can anyone suggest me which would be the best option within 400-500$.

+1 with above; if you have a bike to convert, get the cheapest kit you can locate, then take a chance on a Chinese battery (but store and charge where you wouldn't mind having a fire (hibachi, fireplace, etc). Also, Amazon or Walmart could have a sale bike in that range (but don't expect much).

You are going to find some cheap single speed regular non-electric bikes in that price point that aren't great but more reliable than any other bike in that price point. You won't find quality e-bikes anywhere near that low of a price point and the under 2k ones are a little better but really you won't find many quality motors and batteries there. Cheap bikes are cheap for a reason and decent e-bikes cost $2500 on up. Dealing with warranties on those cheap bikes is a hellish nightmare and some don't have much warranty anyway. Bosch, Brose and Shimano STEPS are reliable and well made with good warranties and generally have fewer problems and when you have problems they have you covered.

I don't think you can buy any good or even so so e-bike at this price. As mentioned best bet is conversion kit and I am not even sure that will be a really good conversion kit at this price.

Sorry, your budget will only buy a POS. At $1500 you buy something that can qualify as an OK bike.
