Water Bottle Mount Storage
I've seen a bike bag that mounted directly to the frame using the water bottle mount holes.
Problem is, I don't know what it's called or my search terms are not correct.
Note: not an empty water bottle using the cage, but a specific pod or bag, usually larger that a standard bottle.
Or I just imagined it.....
Any guidance?

I use the Fabric tool keg myself:

It comes with two sets of mounting studs. You can easily transfer between 2 bikes.
It's a little bit smaller than a standard sized bottle though. If you are looking for something larger- there are lots of tool storage cans that go into your bottle cage. Like this Zefal one:

I have an older one from Scott. I know Topeak makes the Cagepack and Cagepack XL but those I believe just go inside a normal bottle cage but I see that as more of an advantage as I can easily remove it and carry a bottle of water. They also do bottle style holders as well but if you want fabric the Cagepacks would be the way to go.
Also Topeak does the Gearpack which is a strap on for the downtime typically for FS MTB.

This looks like the Wolftooth B-Rad system, which works very well. I've used this on my gravel/CX bike and run a similar setup. The only issue I had was that my bag had to be stuffed in the "crotch" of the frame a little bit, and it rubbed on the seat tube.
(EDIT: In my case I ran the bag on the seat tube, below a bottle - this allowed enough space to carry a second bottle on the down tube - so two bottles plus a tool bag in the frame.)
This is also a good solution for carrying 3 bottles in the frame.

Man, I need my two bottles full of water when I ride, so I don't want the cage to be used for anything but water.
I think the device shown by T2P is the best solution, it frees up the cage to be used to hold water and has a small storage bag.
Depends on how much space you need, Lezyne makes a cage called the Flow Storage Cage with a small storage container built into the end of the cage designed to hold a certain Lezyne called the V 16 multi tool plus it will hold 2 CO2 carts and a Lezyne inflator. Go to Lezyne website, they also have a tubeless tire tool option for the Flow Storage Cage.
