Can motorcycle- and scooter style ebike be pedalled like bicycles?

Can motorcycle- and scooter style ebike be pedalled like bicycles?
Or only the bicycle-style? I'm asking because I sometimes noticed pedals on scooter-style ebikes.

Pedals on those machines are add-ons to skirt regulations. Their Q is absurdly wide, so you can't pedal them too far.

You may be thinking about mopeds (2 HP, 30 mph "bicycle-type" vehicles), once extremely popular, but legislated out of existence since the government decided to regulate them like motorcycles AFAICR. They were pedaled to start the motor but after that pedaling was optional. Where I reside they're found in the same abundance as dinosaurs.

Emmokid likes ebikes that look like motor scooters to us south of Canada. Popular in Toronto. I didn't see any ebikes when I was downtown for a week, but lots of silent scooters, which I figure were electric.

Speaking of legislation, these scooters have to meet the same regulations as ebikes which include - working pedals capable of powering the bike by muscle power alone. This means there has to be a chain or similar with a sprocket that drives the (rear) wheel. In practice, with a few exceptions it is not at all practical to pedal these things and the pedals/chain are there just to satisfy the legal requirements.
