I think a custom was justified...
While at the bike shop today, one of the mechanics showed me a new tandem frameset he was building up for a local couple. It was a Co-Motion frame with a beautiful fade paint scheme, but that wasn't what caught my eye. The head tube was hugely long, and the stoker's seat tube was absurdly short.
"They had to get a custom frame," the mech said. "The captain is 6-foot-6, and the stoker is 5 feet tall."
Wow! No wonder they went custom!

Personally, I think nobody needs to "justify" buying a custom tandem (I say as one who bought a custom tandem).
