I wouldn’t go that far. Helmets are mainly for protection when the rider falls off a bicycle. Helmets don’t prevent crashes. Helmets aren’t much protection against a car crash.
A detection beacon would include specific electronic attributes, software, frequency, operating system, etc. Beacons would need to be manufactured with specific proprietary technology inclusive. Unless the automakers open-source the technology, it would be up to them to manufacture the device.
Helmets fit the human head. We know enough about the human head to make our own helmets.

The presence of moving automobiles is the reason cyclists need helmets. How many cycling fatalities are due to self collisions? How many cycling fatalities involve an automobile?

Cities like Amsterdam and Copenhagen where there is good bicycle infrastructure that separates bicycle traffic from car traffic AND where drivers are seriously more careful proves cyclists don't need helmets. They don't wear helmets there.

And since the bicycle helmet in North America is mainly due to the lobbying efforts of the auto industry to give the impression that cycling is dangerous, let the helmets be supplied free of charge at auto dealerships.

What I mean is, if the beacon is required to be “ seen” on the road, we are basically hostages, under the threat of death, unless we pay a fee for the beacon. Which sounds like extortion .

Again , there are many redundant safety features, autonomous cars could be fitted with infrared cameras, which would detect body heat, even in the dark.
